The National Construction Association of Sri Lanka states that the quality of cement imported into the country will not be subjected to any testing in Sri Lanka. The association says that due to the current shortage of cement, cement is being imported mainly from India and Pakistan, where it seems that they are getting the cement through the easiest and shortest route and there is no question about the quality of the cement.
However, the National Construction Association emphasizes that the quality of these cements should be inspected and a report made before landing.
The Sri Lanka Standards Institution (SLSI) has printed labels confirming the quality of cement bags, but we have not heard of such quality testing of cement before landing. The damage could do with substandard cement would be larger than the disaster with substandard LP gas they said.
