The strict control of public expenditure is compulsory for public officials, says the Secretary to the President!

All the heads of public institutions must act according to the provisions of the National Budget Circular No. 03/2022 dated 2022-04-26 and referred to by the Secretary to the Treasury entitled “Controlling Public Expenditure.”

A communication by the Secretary to the President to all relevant officials stated

The Secretaries of Ministries should adhere to the public expenditure controls mentioned therein. The letter further said

The President has informed that the provincial chief secretaries, heads of departments, heads of state corporations, and statutory boards should be personally accountable if they act outside the guidelines given by the National Budget circular.
