The Safe Labour Migration Programme (SLMP), a landmark initiative spearheaded by the Embassy of Switzerland in Colombo in collaboration with the International Labour Organization (ILO), HELVETAS Swiss Intercooperation, and the International Executive Service Corps (IESC), has officially been handed over to the Sri Lankan Government. The programme concluded after 14 successful years of fostering safer and more organized labour migration practices in Sri Lanka.
At a ceremonial event held in Colombo, Siri Walt, the Swiss Ambassador to Sri Lanka and the Maldives, highlighted the programme’s significant achievements and its enduring legacy. “The Safe Labour Migration Programme shows us that with long-term bilateral cooperation based on real partnership, mutual understanding, and trust, we can achieve tremendous results,” said the Ambassador.
A Transformative Journey of Partnership
The SLMP was launched in 2010 with funding of 16.65 million Swiss Francs provided by the Swiss Agency for Development and Cooperation (SDC). The initiative was implemented in partnership with the ILO, HELVETAS Swiss Intercooperation, the IESC, and various civil society organizations. Its primary focus was to improve Sri Lanka’s labour migration policies and systems, ensuring safer and more sustainable migration pathways for workers.
Through its comprehensive framework, the programme addressed issues such as the rights and welfare of migrant workers, the reduction of exploitation in migration processes, and the promotion of gender-sensitive policies. By strengthening the institutional capacity of Sri Lanka, it empowered stakeholders, including trade unions, employers’ associations, and civil society groups, to implement safe migration practices effectively.
The handover to the Sri Lankan Government marks a critical milestone in ensuring the sustainability of the programme. With its integration into the National Policy and Action Plan on Migration for Employment 2023-2027, the SLMP’s objectives will continue to guide Sri Lanka’s efforts in improving labour migration systems.
Swiss officials commended Sri Lanka for its commitment to the programme’s goals, emphasizing the impact of collective action in transforming the lives of migrant workers and their families. “The time has now come to hand over the Safe Labour Migration Programme to Sri Lanka so that this wonderful journey can continue. Switzerland will continue to stand with Sri Lanka in the future,” added Ambassador Siri Walt.
