Transfers and new positions have been given to Officers in Charge of 270 Police stations as per the requirement of the Minister of Public Security and the Ministry Secretary and these appointments have become invalid due to the passage of the 21st amendment Police sources said. These sources further said that although these changes are subjected to approval from the Inspector General there has been no such approval.
Accusations are being made based on information from within the police that these appointments and transfers have been made based on political needs with the aim of targeted elections.
Deputy Inspector General of Police MN Sisira Kumara in charge of the Human Resource Management and International Relations Division has approved these transfers according to the orders issued by the Secretary of the Ministry of Public Security without the signature and direct order of the Inspector General of Police.
The Secretary of the Ministry of Public Security issues those orders in terms of the delegation of powers given by the Public Service Commission through the Special Gazette Notification No. 2202/04 dated 20.11.2020.
But internal sources confirm that after the police commission was empowered under the 21st constitutional amendment, this gazette announcement became void and the orders to transfer the 269 police officers to the Ministry of Public Security were issued on the basis of an invalid gazette notification.

The powers relating to the appointment, promotion, transfer, and disciplinary control of police officers, which were assigned to the Public Service Commission by the 20th Constitutional Amendment, were reassigned to the National Police Commission by the 21st Amendment of the Constitution. Accordingly, the police department points out that the previously issued circular is null and void.
On the basis of this powerless circular, the relevant transfers are made by the Secretary of the Ministry, sources further revealed.
