Controversy Erupts Over Tuition Teacher’s VIP Police Escort Display

The acquisition of four police motorcycles and a police vehicle by a tuition class teacher named Hayeshika Fernando for a VIP-style performance has caused significant controversy. It has been revealed that these vehicles were provided to her by the Colombo Municipal Traffic Police on the orders of the Police Headquarters. She paid for the service.

This incident came to light after Hayeshika Fernando recorded her performance and shared the video on social media. The fact that a private individual could obtain a level of security that even the President or Prime Minister does not receive has shocked many, leading to widespread criticism and raising questions about privilege and accountability in the country.

Violation of Police Vehicle Regulations

It has now been revealed that the Police Headquarters issued the order to provide these vehicles in violation of existing regulations regarding the use of police vehicles for security purposes. However, there is a legal mechanism that allows the services of police officers and equipment, such as vehicles and boats, to be provided for personal use upon payment.

By Cabinet approval, fees for such services have been revised under Inspector General of Police Circular 2791/2025 and Finance Circular 01/2025, issued on 19.02.2025.

These circulars clearly state that when the services of police officers are requested for personal purposes, they may be provided only after a proper assessment of the number of officers required, and only if the activity is neither illegal nor anti-social. The same conditions apply to the use of police vehicles.

Even in cases where the Defence Secretary recommends it, police vehicles are not provided for school parades or similar events in Colombo. Yet, in this case, the Police Headquarters authorized the release of four police motorcycles and one 119 police vehicle for Hayeshika Fernando’s event.

 Questionable Judgment

The ceremony where these vehicles were deployed took place at the Bandaranaike Memorial International Conference Hall (BMICH), a high-security zone regularly visited by the President, Prime Minister, and foreign dignitaries. The venue is protected by a dedicated police force led by a Superintendent of Police.

Despite this existing security, Hayeshika Fernando entered the BMICH premises accompanied by a full police escort. This included a police vehicle leading her car, with four motorcycles following behind, sirens blaring—an excessive display by any standard.

When questioned, police officials claimed that since she paid for the protection, there was no misuse. However, many argue that this is a clear case of police resources being misused for personal glorification. The public is now left questioning whether the authorities responsible for such decisions are acting with sound judgment.

Public Outrage and Lack of Accountability

This incident reinforces the perception that police services in the country can be purchased and misused. Such displays are especially outrageous at a time when even the President and Prime Minister have declined VIP security for themselves, and no Cabinet ministers are requesting such privileges.

The public awaits an explanation from the Inspector General of Police (IGP). Although an investigation has reportedly been launched, there is little confidence that meaningful action will follow.

It is hoped that the police force will exercise greater discipline and judgment in the future, avoiding similar misuse of public resources and restoring public trust in law enforcement.
