Dr. Rukshan Bellana, the Deputy Director of the Colombo National Hospital, made a public announcement today (20) declaring his intention to retire, citing frustrations with the state of public service administration and lamenting the erosion of democratic principles within the country.

Addressing the media at a press conference, Dr. Bellana expressed his disillusionment with the current state of affairs within the Ministry of Health and higher administrative echelons. He criticized what he perceived as an emphasis on easy administration and decision-making based on the influence of vocal groups rather than merit or sound governance.

Dr. Bellana highlighted the challenges faced by conscientious public servants, emphasizing the dominance of vocal minorities in shaping decisions at the expense of quieter but more numerous voices. He underscored his readiness to retire despite having 28 years of service and being only 55 years old, emphasizing his belief that continuing in public service would be futile in the face of systemic issues.

The Deputy Director drew attention to incidents of administrative failures and misconduct within the healthcare system, including the recent assault on an administrative officer at the Maharagama Cancer Hospital. He lamented the lack of support from the Ministry of Health and underscored the challenges faced by junior staff, whom he had endeavored to protect and support during his tenure.

Dr. Bellana defended his record of service, asserting that he had worked tirelessly to address issues such as substance abuse among staff and ensuring the welfare of female employees. He denied any involvement in fraudulent activities and stressed his commitment to upholding ethical standards in his role.

Expressing gratitude to the medical community for their support, Dr. Bellana indicated his intention to focus his efforts solely on working with fellow doctors moving forward. Despite facing criticism from some quarters, he acknowledged the support he received from the Medical Association, emphasizing the importance of solidarity within the profession.

In conclusion, Dr. Bellana urged his support staff not to be swayed by negative opinions and affirmed his dedication to serving with integrity and professionalism until his retirement.
