Appoint the Speaker of Parliament as the temporary President – NPP proposes

The National People’s power has proposed an interim government as the solution for the present crisis following the resignation of the President. They had urged the President to step down and the House to appoint the Speaker of Parliament as the temporary President. The House should resolve to hold a Parliamentary General election within six months of the transition. The NPP said.

The NPP has presented a series of proposals to tide over the present crisis that plagues the country.

The suggestions are as follows.

Gotabaya Rajapaksa should step down from his position as the President of Sri Lanka.

Since there is no Prime minister at present, the Speaker of the House should take over as the President as a stop-gap measure.

Since the present composition of Parliament does not reflect the mandate given by the people, since the confidence of the people in the government has eroded beyond measure, and since the people are bound to reject any change effected by the present Parliament and as a measure of confidence-building among the masses, it is appropriate to hold Parliamentary general elections within six months of the date of assumption of the new interim government.

During the ensuing period, and to steer the country to achieve economic and political independence devoid of a complex situation, the National People’s power is ready to form a government. It also states that the necessary modalities for such a government with the NPP playing the leading role should be allowed without hindrance.

On the contrary, Parliament could resolve to set up an interim government. In such an arrangement, the members of the NPP will assist the government while being members of the opposition.

The interim government that takes office under any of the above categories has to address the following issues.

To legislate the 21st amendment to the constitution of Sri Lanka in Parliament on an urgent basis. 

The amendment must envisage restricting the Presidential powers and the present period of office of the President.

Alleviate the suffering of the people while providing essentials at affordable prices.

Work towards obtaining the approval of the House to abolish the Executive Presidency.

To hold the Parliamentary General election and a referendum simultaneously to abolish the Executive Presidency, with a suitable amendment to the constitution.

An advisory council to monitor the activities of the interim government comprising all stakeholders in the present struggle.
