Sri Lanka’s public service pay rise, implemented in April 2025, has pushed the Government’s salary bill sharply higher, intensifying pressure on already-tight public finances even as interest costs continue to consume more than half of total revenue.
According to the Mid-Year Fiscal Position Report 2025, recurrent expenditure rose by 13 per cent to Rs. 2.51 trillion during the first half of the year, mainly due to the 15.6 per cent increase in salaries and wages, which reached Rs. 555 billion, up from Rs. 480 billion a year earlier. The Finance Ministry attributed the jump to the basic-salary revision for all public servants that took effect on 1 April 2025, following months of union lobbying and cost-of-living concerns.
Interest payments remained the single largest expenditure item, amounting to Rs. 1.26 trillion, or 54.5 per cent of total revenue, underscoring the dual fiscal challenge of meeting debt obligations while sustaining the expanded wage bill. The report noted that subsidies and transfers also increased by 18 per cent to Rs. 531 billion, as the Government continued its social-safety-net programs for vulnerable households.
A senior Treasury official, quoted in the report, said the administration aimed to balance the salary adjustment with disciplined spending elsewhere, emphasizing that the rise was part of a “phased approach to restore real incomes after years of inflation and austerity.” However, analysts warned that the revision could strain efforts to maintain a primary surplus under the IMF-supported Extended Fund Facility, even as the first-half surplus of Rs. 859 billion exceeded program targets.
Economists argue that without productivity reforms or downsizing, the wage hike could lock in higher recurrent costs for years. “The Government’s revenue growth is commendable, but if salaries keep rising faster than productivity, fiscal space for public investment will remain limited,” said one Colombo-based policy analyst.
The Mid-Year Report shows that despite the spending pressures, capital expenditure fell 8.6 per cent to Rs. 224 billion due to delayed budget execution. Observers note that while the pay hike has offered short-term relief to roughly 1.4 million state employees, it risks crowding out essential infrastructure and development spending if not matched by sustained revenue gains.
