A strong bureaucratic structure is vital to upholding the rule of law and combating systemic corruption—a priority Sri Lanka is actively pursuing. Recently, while addressing public officials, President Anura Kumara Dissanayake emphasized that the most valuable asset of any government is its bureaucracy.
A robust bureaucracy acts as the backbone of governance, ensuring the continuity of operations and services regardless of political turmoil. Recognizing its importance, Sri Lanka’s new government has announced the establishment of investigation units within each ministry to hold public officials accountable. This decision comes amidst a surge of complaints against public officials and growing criticism of trade unions dictating terms in ministries.
President Dissanayake’s ruling party, the National People’s Power (NPP), has pledged sweeping reforms in governance to ensure accountability, transparency, and the elimination of corruption.
However, top NPP officials have acknowledged that achieving a “system change” is proving to be more challenging than anticipated. Public officials, they noted, continue to operate with delays and inefficiencies characteristic of the old system.
“At present, a large number of complaints about public services are being received daily—both nominally and anonymously—by the President’s Office, the Prime Minister’s Office, and other public representatives,” the government stated in its official Cabinet decisions document.
To restore public trust in governance and initiate positive changes in public service, the government has announced plans for impartial and scientific investigations into these complaints. The Cabinet has approved the President’s proposal to establish investigation units to scrutinize:

Public complaints and statements
Reports and information regarding current public institutions
The investigation units will be led by Grade 1 Executive Officers from island-wide services or Class 1 officers with ministerial-level experience in investigative procedures.
While these steps signal a move towards accountability, critics have raised concerns about the potential for these units to become politically motivated. Others argue that greater priority should be given to strengthening the existing audit system to ensure transparency and efficiency
